Are all ATV covers trailerable?

In a word...no. Cheaper ATV and UTV covers typically don't work well when being towed down the highway on an open trailer. A trailerable cover will have straps that make for a secure fit to keep the cover from flapping in the wind and potentially tearing. It will also be made of a durable material that can withstand highway speeds.
